Envelhecer onde é bom viver: a região do Algarve no contexto do envelhecimento demográfico

De acordo com os últimos momentos censitários e não se tratando de um fenómeno inédito, mantém-se a tendência de envelhecimento demográfico em Portugal, verificando-se uma redução da população jovem e em idade ativa e um aumento da população com 65 ou mais anos. Em 2020, Portugal ocupava a 4.ª posição europeia (UE-27) com maior percentagem de idosos, apenas ultrapassado pela Grécia, Finlândia e Itália. A nível nacional, o Algarve é a quarta região do país com o maior índice de envelhecimento, tendo este passado de 131,0 em 2011 para 176,7 em 2021. Ao debruçar-nos sobre a realidade algarvia, continuam a verificar-se as assimetrias de desenvolvimento entre o litoral e o interior/serra, sendo que é nos concelhos do litoral onde se concentra a maior parte da estrutura empregadora da região, com o abandono progressivo do interior. Tendo em conta que em Portugal a população idosa representa um grupo muito heterogéneo e que tende a viver em contextos socioterritoriais muito distintos, o presente artigo pretende abordar a evolução recente do envelhecimento no Algarve, analisando as assimetrias intrarregionais e as mudanças registadas nos últimos anos, bem como refletir sobre as implicações sociais e políticas dessas mesmas mudanças.

Abstract

According to the last census moments and not being an unprecedented phenomenon, the trend of demographic aging in Portugal continues, with a reduction in the young and working-age population and an increase in the population aged 65 years or older. In 2020, Portugal ranked 4^th in Europe (EU-27) with the highest proportion of elderly people, only surpassed by Greece, Finland and Italy. At the national level, the Algarve is the fourth region of the country with the highest aging rate, from 131,0 in 2011 to 176,7 in 2021. When we look at the Algarve reality, development asymmetries between the coast and the interior continue to be observed, and it is in the coastal municipalities where most of the employer structure of the region is concentrated, with the progressive abandonment of the interior. Considering that in Portugal the older population represents a very heterogeneous group that tends to live in very different socio-territorial contexts, this article aims to address the recent evolution of aging in the Algarve, analyzing intraregional asymmetries and changes in recent years, as well as reflecting on the social and political implications of these same changes.
