Apoios e incentivos ao desenvolvimento agrícola e rural em Portugal: elementos para reflexão

Este artigo pretende ser uma modesta contribuição para a discussão e enquadramento de temas centrais do panorama agrícola e rural português. Tem como base o Projeto POLRura, onde se fez a avaliação do Programa de Desenvolvimento Rural 2020, o qual sustentou até agora muitos investimentos e apoios no âmbito do empreendedorismo agrícola nacional. Foca-se, porém e de forma particular, naquilo que os agricultores e outros intervenientes transmitiram à equipa de investigadores o que, pela sua natureza, pode constituir informação relevante e original. Após a descrição dos materiais e métodos, a estrutura do artigo contém a resenha de alguns dos resultados obtidos, abrindo caminho à sua discussão e à seleção de temas que surgiram como centrais no panorama agrícola e rural português, a saber: a água, o solo, a mão-de-obra agrícola e o sistema de acesso e pontuação das candidaturas a investimentos, sobressaindo o caso particular dos jovens. No final, impõe-se o enquadramento político destes temas, no âmbito do desenvolvimento agrícola e rural e daquilo que são alguns dos anseios dos agricultores do século XXI. Ficou evidente a necessidade de ciclicamente monitorizar e avaliar o impacto de Programas como o citado, permitindo a correção de trajetórias e redefinição de objetivos, por parte de técnicos e decisores políticos. As reviravoltas do contexto político internacional relevam a abertura à mudança, em princípio enquadrada nas políticas europeias- em particular, a Política Agrícola Comum e a Política de Coesão. Aos agricultores/ empresários são exigidos ajustes e reajustes, mas sem perder de vista a sustentabilidade da sua atividade.

Abstract

This article intends to be a modest contribution to the discussion and framing of central themes of the Portuguese agricultural and rural landscape. It is based on the POLRura Project, where the 2020 Rural Development Program was evaluated, which has so far sustained many investments and support within the scope of national agricultural entrepreneurship. It focuses, however, on what farmers and other stakeholders have conveyed to the research team which, by its nature, can constitute relevant and original information. After describing the materials and methods, the structure of the article contains a review of some of the results obtained, opening the way for their discussion and the selection of themes that emerged as central in the Portuguese agricultural and rural landscape, namely: water, soil, agricultural labor and the system for accessing and scoring investment applications, particularly in the case of young people. In the end, the political framework of these themes is imperative, within the scope of agricultural and rural development, and of what are some of the aspirations of farmers in the 21st century. The need to cyclically monitor and evaluate the impact of Programs such as the one mentioned was evident, allowing the correction of trajectories and redefinition of objectives, by technicians and policymakers. The upheavals in the international political context impose openness to change, in principle within the framework of European policies - in particular, the Common Agricultural Policy and the Cohesion Policy. Adjustments and readjustments are required from farmers/entrepreneurs, but without losing sight of the sustainability of their activity.
